About University Policy in the Event that a Student or Faculty
Member is Infected with the Coronavirus (Guidelines) 

1. Objective

 The objective of these guidelines is, in the event that a student or faculty member (referred to hereafter as "student(s) etc.") is confirmed or believed to be infected with the Coronavirus, to provide the highest level of infection prevention and make appropriate decisions in regards to holding classes.

2. About the Establishment of the Countermeasures Department

 In order to accomplish this objective, we have established a Coronavirus Countermeasures Department (referred to hereinafter as "the countermeasures department") at our university.

(1) Operations
・Awareness of the infection status of students etc.
・Implementation of measures based on advice from the Health Department and other sources to prevent infection
・Appropriate decision-making in regards to holding classes
・Correspondence with the national government, prefectural government, health department, news organizations etc.
・All other necessary measures

(2) Organization
・Department head: board chairman
・Department members: president, vice president, dean, chief librarian, head of graduate studies, academic advisors, department heads, Siebold Campus Head secretariat, Student Support Center head, and all other board members as deemed necessary
・Observers: general manager, Planning and Public Relations Department head, General Planning Department head, Student Support Center head
・Secretariat: General (Planning) Division

3. About Basic Policies in the Event that a Student etc. is Infected

(1) If a student etc. is infected

① A meeting will be held to share all necessary information and come to a decision on university response.
[Recipient of initial report → if a faculty member: General (Planning) Division Head / if a student: Student Support Center head → Countermeasures Department members]

② Suspend attendance of the infected student (or attendance to work if a faculty member) until they are fully healed.

③ If the student was present on campus around the time of infection, the university will be temporarily closed for 1 to 2 days. Any further suspension of university activities will be decided after discussion with the health department. In addition, classes that are determined to cause no hinderance to the closing of the university (including in-person classes that can be safely replaced by online classes) will continue to be held.
*No measures will be taken in the event that the infected student etc. was not on campus around the time of infection.

④ In the event that the infected student etc. was on campus around the time of infection, the university will determine whether a PCR test for students who are not eligible through the government (those who are determined to not have had close contact with the infected individual) is necessary based on discussion with the health department.

(2) If a student etc. has had close contact with an infected individual
① A meeting will be held to share all necessary information and come to a decision on university response.
[Recipient of initial report → if a faculty member: General (Planning) Division Head / if a student: Student Support Center head → Countermeasures Department members]

② The student etc. in question will be excused from attendance to class (attendance to work if a faculty member) for 2 weeks from the last date of contact with the infected individual, and will be allowed to return to class (work) upon receiving confirmation from a medical professional of lack of infection.

③ If the student etc. in question was on campus around the time of infection, a decision will be made on the full or partial closing of the university based on level of need and on discussion with the health department. In addition, if the university is closed, classes that are determined to cause no hindrance to the closing of the university (including in-person classes that can be safely replaced by online classes) will continue to be held.
*No measures will be taken in the event that the aforementioned student etc. was not on campus around the time of contact.

(3) If the student themselves etc. has a fever or other symptoms, or has had close contact with an infected individual (or someone with close contact to an infected individual), and has received a PCR test based on the instruction of a medical professional (all situations beyond the close contact situation of (2))
① Share all information, including PCR test results, among the countermeasure department members
*Information will be shared through email to prevent the need to hold a meeting
[Recipient of initial report → if a faculty member: General (Planning) Division Head / if a student: Student Support Center head → Countermeasures Department members]

② University attendance of the student in question (attendance to work if a faculty member) will be suspended until confirmation of a negative result. 

4. About Reporting to Related Organizations and Official Announcements

(1)A consultation and any other necessary discussion will be provided with the aforementioned student, through the Student Support Center if it is a student and through the General (Planning) Division if it is a faculty member, and the contents will be reported to the Countermeasures Department.

In addition, further reports of cases will be handled in the same manner by either the Student Support Center or the General (Planning) Division.
・Contact the Health Department about suspending attendance and closing the university based on article 18 of the School Health and Safety Act
・Report to MEXT on the circumstances surrounding infection cases
・Report to the Prefectural Affairs Division (Academic Promotion Division)
・Inform the faculty (other than the Countermeasures Department)
・Inform Students

(2) Official Announcement
If a student etc. becomes infected, we will make a formal announcement on the university website as soon as possible after discussion with the prefectural government's education department, on-campus city (or town) hall, and the health department. In addition, we will provide press releases as necessary. Furthermore, to protect the rights and privacy of the infected individual and their family etc., we will only provide information to the extent that it does not lead to the identification of the infected individual.

*Announcements will be made continuously as necessary.

5. Other

・Should the university be closed, the number of office staff etc. who are present during the period of closure will be limited to the minimum required.
As a result, all meetings held by the countermeasures department during the period of closure will be remote.
